Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries.
ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions.
The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group. ITS is one of three VPUs that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity.
The Cloud and Middleware Engineering (ITSCM) unit is in charge of five primary domains, as presented below
i. Cloud, Data Center Operations, and Systems Management
ii. Web, ERP Systems Management, & O365 Operations
iii. Database and Reporting
iv. Directory and Access Management and Enterprise Systems Monitoring
v. Cross-Cutting Products
The services provided by ITSCM include Cloud and virtualization services, data center operations and system management services; such as server administration, server security, and data backup and storage. ITSCM also provides Web infrastructure support, Enterpriser Resource Planning (ERP) systems management for SAP, and Documentum platform administration and support, along with O365 Operations. ITSCM is responsible for Database infrastructure administration and support, along with support for reporting and related technologies.
Identity and Access Management, and Enterprise Monitoring and Application Performance Testing are also key services that ITSCM delivers. In the area of Cross Cutting Products, ITSCM supports ITS Services and Platforms used across the World Bank Group, such as eServices, Remedy, and Clarity. In addition, Documents and Records Management and Mobile platform and approvals also come under the purview of ITSCM. Foundational Platforms, such as SharePoint, Business Process Management (BPM), and Marklogic are also part of the ITSCM portfolio.
This position will be anchored in the ITSCM Front Office and will be responsible for providing Program Management Office (PMO) services to the ITSCM unit, with special focus on the Cross Cutting Products (ITSXP) unit. The position will entail liaising and collaborating with ITSCM managers; project leads/engineers; Resource Management (RM); Enterprise Architecture (EA); the Office of Information Security (OIS); Communications, Learning, Service Management & Program Reporting (ITSLM), and other stakeholder groups.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

- IT Governance: Steer ITSCM Projects through the IT Governance process to obtain Governance approval for Capital Budget Requests and adjustments to projects in flight, ensuring the high quality of the project design and preparation, and overall alignment with ITS Strategic Objectives.
- Annual Investment Planning (AIP): Plan and coordinate the preparation and overall management of the ITSCM Annual Investment Plan; spanning across the design, review, update, and final approval stage.
- Portfolio Performance Monitoring: Partner with the ITSCM Managers and Project Leads to monitor the performance of the portfolio of projects in an optimal manner; by identifying new project/solution needs, making necessary adjustments to existing projects, resolving issues and pain points, and implementing course corrections as required.
- o Craft the ITSCM Quarterly Portfolio Review reports presented to the ITS Senior Management Team.
- o Craft and monitor the ITSCM annual Memorandum of Understanding (MoU) to ensure all deliverables are on target.
- o Report on the ITSCM Infrastructure and Service Delivery KPIs and SLAs on a quarterly basis.
- Work Program Management Collaborate with ITSCM Managers to design and implement unit work programs, ensuring programs and projects are delivering on target (scope, schedule, and budget).
- PMO Support: Support ITSCM program activities by assisting with crafting management presentations, conducting project/program management activities, and stakeholder management, etc. Provide innovative and out-of-the-box ideas to craft and implement the ITSCM delivery strategy.
Minimum Education/Experience
- Master's degree with 2 years relevant experience or Bachelor's Degree with a minimum of 4 years relevant experience.

For each key business process, identifies the various technical components that comprise technology support and their associated impact and benefits, i.e. hardware, software and network components. Develops working knowledge of current technical design for own area of work or responsibility.
- Project Management: Identifies the primary tasks involved in project management. Applies project management elements of phase, activity, task and deliverables, as well as task dependencies. Defines and tracks own activity within a project. Demonstrates proficiency in the use of project administration tools. Defines agendas and key players for meetings. Develops and distributes minutes for follow-up action and tracks follow-up commitments. Evaluates risks interaction in order to assess project outcomes within own area. Acts when project outcome is assured to be positive and only tests actions in a 'safe' and familiar environment. Develops written project scope documents for review by project team members.
- Systems Thinking: Investigates the critical relationships among primary business, technology and systems platforms. When necessary seeks advice and guidance on the linkages among those three areas. Devises approaches that recognize the interdependencies of key system components.
