TERMS OF REFERENCE FOR A RESEARCH COMPONENT OF SAVE THE CHILDREN’S
PROGRAMME – TUWEKEZE PAMOJA – IN TANZANIA
1. Background
Save the Children International (SCI) is the world’s leading independent
organization for children. It works in over 120 countries around the
world. Our vision is to have a world in which every child attains the
right to survival, protection, development and participation. Our
mission is to inspire breakthroughs in the way the world treats
children, and to achieve immediate and lasting change in their lives.
SC Tanzania with potential funding from Comic Relief of the UK through
Save the Children UK plans to implement an integrated Early Childhood
Care and Development, (ECCD), Nutrition and Child Protection programme
for children of ages 0-9 to be called Tuwekeza Pamoja for five years
beginning March 2017. The project will be implemented in Songwe and Dar
es Salaam regions. In Songwe it will be implemented in Mbozi and Songwe
districts while in Dar es Salaam it will be implemented in Kinondoni
district. The project will be implemented in two phases with the first
phase covering children of ages 0-5 between 2017 and 2022 and the second
phase to include children aged 6-9 between 2022 and 2026.
The programme will set a model of interventions that will enable the
country to fully align with the global agenda for 2016-2030 on
Sustainable Development Goals (SDGs), particularly the SDG 4 which seeks
to promote inclusive and equitable quality education and lifelong
learning for all by 2030. It will also aim to develop a cost-effective,
scalable model of ECCD that ensures 0-6 years old children in Tanzania
are prepared and ready to start and succeed, in primary school. The
project will focus on all ECCD and pre-primary aged children in Mbozi,
Songwe and Kinondoni districts, particularly those currently excluded
from participating in ECCD services either because of their gender, the
socio-economic status of their parents, their HIV/AIDS status, or those
children with disabilities. We estimate an overall beneficiary reach of
12,000 boys and girls. This is through supporting 30 pre-primary
learning spaces and community based ECCD programs. The program will
facilitate identification of boys and girls and entry into the
integrated ECCD programme so that they too can benefit from the known
benefits of integration.
The project will be implemented directly by SCT as well as through local
partners. In Mbozi district the implementing partner will be ADP Mbozi.
In Songwe district, it will be Promoters of Health and Development
Association (PHEDEA) while in Kinondoni it will be implemented directly
by Save the Children. For policy advice and sustainability and
institutionalization of practices, Save the Children and the
implementing partners will work closely with appropriate Government
departments of MoEVT and Ministry of Health, Gender, Children, the
Elderly structures at Municipal and District levels. The programme will
collaborate with other strategic local partners in the concerned
thematic areas such as Haki Elimu, TenMet, Children in Crossfire for
advocacy purposes, to amplify the voice for the voiceless children.
The programme will include a robust research component which will be
managed by a renowned research institution on issues of education,
nutrition and child protection for children ages 0-9. It is for the
identification of a research institution that this TOR document is
produced.
2. Overall Objective of the Research
The overall objective of the research component for phase 1 (5 years) of
the Tuwekeza Pamoja programme will be to seek answers to the question
“What are the effects of a sustained pre-primary intervention (continuum
of care) on children’s school readiness?”
2.1 Specific objectives of the research component
The following are the specific objectives:
· To develop an evaluation strategy for Tuwekeze Pamoja
· To verify programme design and establish critical baseline
values of logframe indicators as it commences in March 2017 through a
baseline study;
/>· To conduct a midline review and endline evaluation of the
programme
· To design and conduct a longitudinal ethnographic study with a
sample cohort of 20 girl and boy beneficiaries.
· Assess the impact of the program on preparing children for
primary school; the cost-effectiveness of the program; and the
sustainability of the program.
3. Lead Consultant/research organization
Save the Children is looking for a research institution with extensive
background on issues of education, nutrition and child protection for
children ages 0-9.
1. Education
The Lead Consultant in the institution to be picked must have:
· At least a Master’s Degree in Social Sciences or any related
field to the study.
2. Experience
The Lead Consultant must demonstrate the following knowledge and skills.
· Clear understanding of Tanzania’s education sector
specifically the ECCD and early primary (1-2 primary grades).
· At least 10 years’ experience in successfully conducting
similar work, including quantitative and qualitative research expertise.
· Examples of at least three other research projects conducted
over successive years.
· Expertise in ECCD related issues, mapping and conducting
research on sensitive topics.
· Practical expertise in conducting baseline and longitudinal
studies in integrated education interventions.
· Understanding of relevant issues in nutrition, child
protection and education in Tanzania.
· Proven practical knowledge of development education
programmes, policies and activities.
· Ability to assemble teams of data collectors.
· Analytical capacity using database software.
· Excellent writing, analytical and presentation skills.
· The ability to manage social development dialogue processes
3. Technical support from Save the Children
Save the Children (SC) Education and MEAL specialists will work closely
with the Research Institution to ensure the research focuses on the key
research questions for the integrated programme. SC Tanzania Lead team
with support from SCUK TAs will therefore provide technical backstopping
on designing and management of the research component.
4. The Research component application requirements
Applicants should submit to Save the Children the following:
· A technical proposal responding to the TOR, with specific focus
on addressing the specific objectives, timeline and methodology to be
used;
· Financial Proposal: The financial proposal should provide a
preliminary budget of cost estimates for services rendered against each
specific objective.
· An initial work plan based on methodology outlined, and
confirming the suitability and availability of the Research Institution;
· Company or organization profile (where applicable) and CVs of
Lead Consultant(s) who will deliver the work;
· A minimum of 3 references (organization or individual consultant
as appropriate);
· Sample of a research report produced by Consultant/Company within
the last 3 years
The Consultant(s) are required to use their own computers/electronics
devices

6. Agreement
A contract agreement shall be executed at the time of award of this work
