    UNOPS East Africa Hub
    Located in Nairobi, Kenya, the East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa sub-region currently consists of an established Operation Centre in South Sudan and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UN-Habitat and UNEP, and multiple 'operational' projects in Somalia, Tanzania, Burundi, Uganda, Kenya and several island states.

    The United Nations Department of Field Support (DFS) provides a wide range of support in the areas of finance, logistics, Information, communication and technology (ICT), human resources and general administration to help peacekeeping and political missions promote peace and security. UN field operations require a complex mission support system. DFS integrates logistical support assets from a range of sources, including the UN, Member States including Troop Contributing Countries (TCCs), and other sources.

    The rapid deployment of engineering capability to UN peacekeeping missions, particularly in Africa, is an urgent challenge. Timely deployment of trained contingents can greatly improve conditions on the ground, build confidence in a fragile peace, provide stability to tense areas, and ensure the UN supports and maintains the peace that so many hoped for.
    UNDFS has initiated a Triangular Partnership Project for Rapid Deployment of Engineering Capabilities to peacekeeping missions in Africa. It aims to build the engineering capacity of African Troop Contributing Countries (TCC) through training, mentoring and the provision of operational equipment for deployment to peacekeeping missions The training concept includes training at a yet-to-be-established static training facility in East Africa as well as mobile training in a host-TCC setting to fast-track the project plus Training of Trainers. The core training requirements that have been identified are road construction and repair; airfield and helipad construction/rehabilitation; camp site preparations; and ability to recover and maintain engineering/plant vehicles/equipment.
    UNOPS are supporting DFS on this project within East Africa and a Training Manager is being sought to begin the creation of a UN engineering training curriculum, define measurable standards of achievement and develop SOPs and undertake TCC military engineering assessments to produce Training Needs Analysis reports.
    Functional Responsibilities
    Reporting directly to the UNOPS Project Manager, the Training Manager shall perform the following duties and responsibilities, but not limited to
    • Develop a modular curriculum of Basic, Intermediate, Advanced, Instructor and Refresher courses focusing on key skills required for delivery of outputs by a deployed contingent.
    • Collect as appropriate, collate, integrate and develop a varied range of training curriculum from United Nations member states for all courses to be taught under the project training requirements.
    • Establish training standards using UN Military Engineer Unit Manual as reference.
    • Contribute to development a Training Needs Analysis (TNA) programme methodology.
    • Coordinate Training Needs Analysis (TNA) visits of selected African TCCs and prepare reports on the same.
    • Adapt training needs of TCCs to appropriate training curriculum.
    • Prepare and manage stakeholder workshops to develop and improve training delivery.
    • Develop an annual training calendar, coordinate and deliver training.
    • Develop Key Performance Indicators (KPI's), evaluate progress, and assess training impact.
    • Develop budgetary forecasts in line with resource allocation plans, including staff and training needs to ensure optimal project implementation.

    • Masters degree in Civil Engineering, Construction Management or other related fields is required.

    • At least 5 years of relevant work experience, preferably in combination with a relevant diploma/certificate, may substitute for the requirement of University degree.
    Experience
    • Minimum of seven years of relevant experience is required
    • At least 3 years of experience in capacity-building and training.
    • At least 5 years of engineering experience
    • Previous working experience with peacekeeping operations or in a conflict/post-conflict environment is desirable.
    • Experience in facilitating training with governments and non-governmental institutions, regional and international agencies as well as the private sector would be an advantage.
