Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as WHO, UNHCR and WFP, and other international organizations. In 2014, the UNOPS Executive Director decided to establish the UNOPS Ethiopia Operational Hub (ETOH), which manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan and Djibouti.
UNOPS ETOH activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners to facilitate effective procurement, supply and financial management.
The Republic of Djibouti Ministry of Health (MoH) is currently undertaking a major reform to increase the efficiency and effectiveness of the Health Sector Public Procurement following a cabinet decision to centralize all the government health public procurement and supply chain management under the umbrella of a Central Agency dedicated to the procurement, administration and distribution of all medical supplies, the Centrale d'Achats des Medicaments et Materiels essentiels (CAMME). The unification of all health procurement under the CAMME will generate additional potential improvements, for instance the possibility of aggregated procurement and the advantage of economies of scale; the better position to negotiate prices with suppliers; and the opportunity to streamline and modernize procedures - thus reducing administrative time -, and ensuring that value for money and transparency are within reach.

As a partner of the MoH, UNFPA in Djibouti is supporting the re-structure of the supply chain management, and standardization of processes, with a view to enhance the government's provision of medical services and supplies across the nation. Following numerous discussions between UNFPA and UNOPS in April and May 2016, UNFPA decided to request UNOPS's procurement and supply chain experience to support this process.
Under the guidance and supervision of the Project Coordinator, the ICT Expert will support UNFPA and its stakeholder, Ministry of Health to establish an efficient, effective and transparent system for the entire supply chain management process. The system will build on the existing SAGE system for routine collection, reporting, and analysis of logistics data on consumption, losses/adjustments and stock balances of medical supply and will be gradually deployed in a phased manner at the local, regional and national level.
Functional Responsibilities
The incumbent shall perform duties including, but not limited to
Conduct thorough systems requirements gathering exercises while ensuring the following
- Review and analysis of currently existing systems and user requirements;
- Review and understanding of all policies, procedures and SOPs relevant to the supply chain management system;
- Structuring systems design by understanding and focusing on the core organizational needs;
- Assessing requirements through the understanding of the institutional needs and analysis of the specific processes.
- Development of new tools and systems, enhancement to existing tools/systems or new ways of using / integrating tools/systems for the supply chain management system;
- Deploy the upgraded heath supply chain IT system to ensure all relevant health facilities have quantification and forecasting software to address visibility of end to end supply chain operations;
- Develop a quarterly monitoring system for the consumption of contraceptives and other medical products at all delivery points;
- Develop a performance management system to monitor the performance of the distribution system and the facilities;
- Manage project scope and objectives; develop and update project plans; estimate tasks duration; identify deliverables and milestones and evaluate risks for implementation and develops a risk mitigation plan as required;
- Produce documentations and diagrams of the new systems in place for installations and usage;
- Conduct functional and usability testing and data modelling and analysis of the new system;
- Conduct end user training on the new systems to all relevant health facilities;
- Liaise with the UNOPS ICT units to initiate discussion on policy requirements and expected support required to successfully accomplish the assignment.
The following products will be delivered through the project
- Effective and comprehensive systems developed in alignment with the relevant supply chain policies and SOPs;
- User manuals and diagrams documented;
- Training on the new systems provided to all relevant units and training modules provided for future use.
Education
- Advanced Degree in Information Communications Technology, Computer Engineering, Management Information System, Systems Engineering or other relevant disciplines.
- BA degree in Information Communications Technology, Computer Engineering, Management Information System, Systems Engineering or other relevant disciplines with additional 2 years of experience.
- At least 7 years of experience in ICT systems development, computer engineering or related fields.
- Experience in working for or dealing with government ministry offices and health sector will be a strong advantage.
- Experience in working with health supply chain management systems is an advantage.
- Fluency in French is a requirement as all deliverables produced and interactions during the mission will be in French. Fluency in English is also required.
- Ability to identify clients' needs and extract, interpret, analyze and format data across using technological solutions appropriate to the business needs.
- Ability to organize, plan and implement work assignments, ability to allocate appropriate time and resources for completing work and managing conflicting priorities.
- Identifies priority activities and assignments and adjusts priorities as required.
- Results based performance and client oriented responses.
- Consistently approaches work with energy and a positive, constructive attitude
- Knowledge of preparing and using reports and proposals.
- Excellent writing, conceptual, and analytical skills required.
