    Organizational Setting and Reporting
    This position is located in the Strategic Policy and Development Section of the Police Division in the Office of Rule of Law and Security Institutions, Department of Peacekeeping Operations in order to undertake all levels of police planning, including assessments, programmatic and contingency planning for ongoing, new and/or emerging crisis situations for policing and law enforcement-related assistance via the Global Focal Point (GFP). The incumbents report directly to the Chief of Section. The Global Focal Point arrangement covers peacekeeping, special political mission and non-mission settings.
    While the successful candidate will report directly to the SPDS Chief, he/she will work in tandem with the United Nations Development Programme (UNDP) Programme Specialist for the GFP andserve the broader GFP Management Group, co-led by DPKO and UNDP. In the first instance, the Police Planning Officer's responsibility will be to manage the implementation of the police-related programmatic elements of the GFP on behalf of PD. The overall objectives of the Police Division are to effectively direct police components in peacekeeping operations and special political missions; to strengthen the strategic direction, planning, and management of police components in peacekeeping operations; and, to work towards a shared understanding among all stakeholders on the future direction of police peacekeeping.Additional information available in http://www.un.org/en/peacekeeping/sites/police/division.shtml
    Responsibilities
    Within delegated authority, the Police Planning Officer will be responsible for the following duties:
    • In applying the United Nations Integrated Assessment and Planning Policy, undertakes United Nations police planning activities to develop and prepare as needed, strategic options, plans, police to task analysis, policing concepts, deployment plans and other planning outputs; prepare new documents to assist in the formulation of United Nations policing guidance needed to support such plans; and, to support the changing role of police, particularly in the area of host state police development and capacity enhancement;
    • Provide police-specific advice and support to Mission and non-mission UN as well as country offices in the development of policing plans, including ensuring coherence with the Mission and/or country-specific overall strategic direction, integrated frameworks and planning tools;
    • Provides advice to senior police, country and departmental managers on strategic and operational UN police planning policies, procedures and good practices, including recommendations on the design of specific planning tools and mechanisms, ensuring coherence with Integrated Assessment and Planning Policy, Strategic Guidance Framework (SGF) guidance and good policing practices;
    • Develops and establishes police planning-related guidance, tools and templates for inclusion in the country-and mission specific strategic plans in line with the SGF and its associated guidance, and for use by field missions and country offices to ensure uniformity of UN support plans;
    • Collaborates with other components at headquarters and the GFP partners in articulating and developing coherent strategic police planning frameworks clearly defining the scope of resource requirements, and coordination modalities;
    • Collaborates in an efficient and timely manner with counterparts in the Standing Police Capacity, Mission Management and Support Section and Selection and Recruitment Section; Maintain close collaboration with the components/units of DPKO and DFS, other UN Secretariat departments, and UN family agencies as and when required;
    • Undertakes research and analysis to support these tasks; prepare new documents to assist in the formulation of United Nations police doctrine needed to support such plans; and, to support the changing role of police in conflict and other crisis situations, particularly in the area of host state police development and capacity enhancement;
    • Supports preparation, monitoring and reporting of joint police projects funded under assessed contributions allocated to UN missions under the GFP;
    • Undertakes research and analysis to support these tasks;.Coordinate the implementation of the projects with the Donor, the Executive Office of the DPKO/DFS, relevant UN agencies, funds and programmes and non-UN actors, consultants and training staff; Coordinate activities related to budget funding and prepare related documents and reports;

    • Drafts various documents, i.e., reports, talking points and briefing notes for meetings of senior officials with Donors, police contributing countries, Member States, etc;
    • Performs other duties as required.

    Education
    Advanced university degree (Master's degree or equivalent) in the field of police science, criminal justice, law, or other relevant field is required. A first level university degree in combination with qualifying experience in policing or other law enforcement reform matters, including strategic planning and development, may be accepted in lieu of the advanced university degree. Graduation from a certified police academy or other similar law enforcement training institution is also required. Certification on UN integrated planning processes is highly desirable.
    Work Experience
    A minimum of seven years of progressively responsible experience in active police, law enforcement, or other related policy/criminal justice work with the rank of Superintendent, Lt. Colonel, service equivalent or higher rank, including at least three years of experience in strategic level police planning including conducting reviews and assessments is required. Qualifying years of experience are calculated following the graduation from the national police academy or similar law enforcement institution. Peace operations police planning experience at UN Headquarters or UN field missions is highly desirable.
    Other skills: Ability to operate databases, project management software and develop spreadsheets diagrams, presentations and complex text documents is desirable.
    Languages
    English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language, preferably French, is an advantage.
    Assessment
    Evaluation of qualified candidates may include a technical assessment exercise which may be followed by competency-based interview.
