    You will be part of the Money Market and Liquidity Division in the Directorate General Market Operations. Our Division has 30 staff providing market analysis of euro area money markets, ensuring the execution of monetary policy through open market operations and liquidity management. We are currently working on developing new reference rates for the money market and deepening the analysis of the euro money market based on individual transaction data collected from a large number of euro area banks. In your role as Data Management Expert, you will be part of an enthusiastic team of three members of staff responsible for ensuring the proper running of our databases, providing input to the division's data management strategy and overseeing the development and implementation of IT related projects. In this role, you will work closely with the Directorate General Information Services and in-house service providers within the Directorate General Market Operations.     As a Data Management Expert you will:
    • prepare input for the strategic planning in the division regarding the initiation and implementation of IT related projects;
    • maintain an overview of the different ongoing IT related projects and activities and ensure a realistic planning time frame and the timely delivery of agreed applications or products;
    • manage and participate in ongoing IT related projects and activities, from the understanding of user requirements to delivering documentation;
    • support the development and maintenance of the respective statistical databases and automated tools to increase capacity, performance and automation - which includes scoping, prototyping and testing new application releases;
    • support the further standardisation and integration of different IT tools;
    • oversee the day-to-day management, processing and quality-checking of incoming data, and the compilation and dissemination of the results;
    • manage the relationship and be the interface between our division with partners within the Directorate General Market Operations and in Directorate General Information Services;
    • act as a contact point for data-related queries within the division and from other business areas;
    • coordinate a small team of Research Analysts in their work.

    The formal job title for the advertised position will be Market Operations Expert. The recruitment process for this position may include an on-site written exercise, a presentation interview and panel interviews.
    Essential:
    • a master's degree in data science, statistics, economics, mathematics, computer science or a similar field combined with three years of relevant experience, or a bachelor's degree in one of the above fields combined with four years of relevant experience;
    • two years of experience in the scoping, development, testing and/or operation of large-scale micro or granular data systems;
    • analytical and quantitative skills, experience in large-scale micro or granular data analysis and quality assurance, and the ability to define and apply data concepts, procedures and methodologies;
    • experience in using statistical software, database management and other IT applications (preferably SAS, SQL, NoSQL, Matlab, Business Objects or R);
    • programming skills in Python and/or one or more (3 or 4 GL) programming languages would be considered a strong asset;
    • an advanced-level command of English and an intermediate command of at least one other official language of the EU.
    Desired:

    Given the operational activities of the Division, part-time working can only be accommodated to a limited extent.
