The ICT Assessment Consultant(s) will travel to
Tripoli and/or Tunis, depending on the security situation at the
time, to visit HNEC and conduct on-site interviews. The purpose of
the assignment is to conduct an overall assessment of the
Information and Communication Technology capacity of High National
Election Commission. The assessment will be based upon personal
interviews with the ICT Department, senior staff and commissioners,
and will compile a list of required technology support and
services. The analysis should be broken down into requirements to
support current operations, what would be needed to support voter
registration and elections, and long-term needs to sustain the
functions of HNEC as a permanent body, both at HNEC HQ in Tripoli
and in field offices throughout the country. |
The assessment activities should
include the following:
- Assess environmental issues that
are conducive to or obstructive of effective technology support to
elections.
- Compile a high-level inventory
identifying what resources are currently available, including
server and personal computer hardware, network infrastructure,
firewalls or other security systems, databases, end-user software,
specialty systems used for support of voter registration and any
other election support.
- Evaluate the adequacy of the
data center for collection, storage and maintenance of data, as
well as security measures to prevent unauthorized access or loss of
data.
- Determine whether there is a
need for spare parts to allow immediate repair in the event of
breakdown of critical system components.
- Evaluate organizational
structure, staffing levels, training needs, capacity for
institutional memory and transfer of knowledge to ensure smooth
function of technology in the event of staff turnover.
- Assess the level of
expectations, timelines, and resources available to
HNEC̢۪s ICT Department.
- Identify changes to the ICT
infrastructure that would be required to support a different
modality of voter registration that includes the issuance of
â€Å“smart card†voter IDs.
- Recommend any modifications to
ICT management, support, technology infrastructure, operations,
etc. that will improve overall future technology support to HNEC
and elections.

- The consultant shall have a
degree in information technology or computer science.
- A minimum of 5 years of relevant
experience systems development, ICT audit, networking. At
least two of the five years of experience should have been spent in
managerial level.
- Strong hands-on advisory,
strategic, operation planning and implementation of field
activities in technology projects;
- Strong skills in
communication;
- Demonstrated ability to assess
complex situations, succinctly distill critical issues, and draw
forward-looking conclusions and recommendations;
- Ability and experience to work
with international teams, and deliver quality policy analysis and
drafting;
- Must have excellent
communication skills in English; Arabic is a plus.
