General introduction
Recruitment process for General Service positions is subject to local recruitment regulations and Article 4.3 of the ILO Staff Regulations. The ILO may only offer a contract to persons who have a valid residency status in Switzerland or who have the right to reside in neighbouring France.

*Conditions of employment for external candidates: The salary range of this grade is the following: 67497 CHF p.a. (minimum) to 92027 CHF p.a. (maximum). In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.
INTRODUCTION
The position is located in the Reimbursement Unit of the Staff Health Insurance Fund (SHIF) within the Policy and Social Benefits Branch (HR/POL) of the Human Resources Development Department (HRD). The SHIF aims to provide reimbursement of expenses related to the delivery of medical treatment, services and supplies to ILO employees, retired staff and their family members.
The incumbent of this position is responsible for providing administrative support to the Reimbursement Unit.
The incumbent reports to the Executive Secretary of SHIF.
Description of Duties
Specific duties
- Receive claims for reimbursement submitted by the insured persons, in particular from field offices, and examine these with a view to verifying the right to reimbursement in accordance with the SHIF rules and established procedures. Refer any non-conform claims and/or irregularities to the Supervisor of the Reimbursement Unit.
- Enter data in the Health Insurance Information System (HIIS) relative to reimbursable expenses.
- Reply to routine requests for information by telephone, in writing, or at the SHIF information desk. Establish certificates of insurance and guarantees of coverage.
- Perform other relevant duties as assigned.
- Obtain and verify information relating to requests from staff. Type personnel action forms as a result of adjustments, corrections or discontinuance of benefits or entitlements, and changes in status.
- Review completed forms for proper entries and signatures. Check information provided by staff against payroll information, and return incomplete forms to staff for the required information.
- Process computerised personnel actions, and prepare daily contracts.
- Check applications for employment, refer those with the required qualifications to the supervisor, and draft appropriate standard responses to all such communications.
- Schedule candidates for required testing, and notify applicants of test results.
- Obtain necessary clearances and draft vacancy announcements in standard formats from information extracted from official job descriptions. Arrange for candidate interviews, training seminars, meetings, etc.
- Maintain candidate rosters, training course information, vacancy lists, and personnel records. Contact appropriate sources to secure any missing items. Retrieve files and records as required.
- Assist the supervisor in preparing slides and graphs for presentations.
Education
Completion of secondary school or equivalent technical or commercial school.
Experience
At least three years’ experience in insurance claims settlement and using a computer or accounting system.
Languages
Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of another.
Competencies
In addition to the ILO core competencies, this position requires:
Technical Competencies
Knowledge of general HR procedures and rules. Ability to use relevant specialised computer databases. Ability to work as part of a team and with a minimum of supervision. Ability and skills to maintain official files and records. Tact and discretion. Drafting skills. Communication skills. Knowledge of the procedures used in the insurance fund of the ILO would be an advantage.
Behavioural Competencies
Tact, discretion, reliability, courtesy, excellent work relations and a good team spirit are very important. Diplomacy when dealing with insured persons or medical institutions is indispensable. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between December 2017 and February 2018.
