    The EIB, the European Union's Bank, in the framework of its GRAD programme is currently seeking to recruit for its Projects Directorate (PJ) – Procurement Office (PROC) a: Graduate (GRAD)
    Appointment to GRAD positions is for an initial period of 2 years, with possibility for extension up to a maximum of 4 years
    Purpose
    The PJ Procurement Office is in charge of the development and implementation of the EIB policies, operational guidelines and risk management framework in the area of procurement in lending, the provision of procurement policy advice to the EIB project teams, as well as the coordination with other Bank services, the European Commission (EC) and other Multi-lateral Development Banks (MDBs) on procurement-related issues.
    Operating Network
    Within the PJ Procurement Office, the GRAD will support the procurement specialists and will contribute to procurement horizontal initiatives and operational project procurement work. (S)he will liaise with the other EIB operational services (Operations, Legal, Inspectorate General, Complaints Mechanism), have contacts with procurement staff from the EC and other MDBs and be in touch with the project teams from the PJ sector divisions, as needed.
    Accountabilities
    Reporting to the Head of the Procurement Office, the GRAD will
    • Support the procurement specialists in the revision and update of the procurement in lending policy and their policy advisory roles;
    • Support the procurement specialists in the review and preparation of the project procurement cases submitted to the Procurement Review Committee, as needed;
    • Track the evolution of the EU procurement legislation and participate in meetings with the EC on public procurement, as needed;
    • Track the evolution of the MDBs' procurement in lending policies and generally speaking, best practice in the area of procurement, including through participation to the MDBs' Heads of Procurement meetings, as required;
    • Research on selected policy topics and contribute to the drafting policy papers, including delivery of periodic presentations to the procurement team;
    • Contribute to the development of joint co-financing agreements on procurement with other MDBs and to the Heads of Procurement and other international thematic working groups, as needed;
    • Support the Procurement Office's work and initiatives as required;
    • Attend other internal and external meetings where appropriate.

    Qualifications
    • Master's degree in Engineering, Economics, Law, or Procurement .
    • Prior work experience should be limited to a maximum of two years after last graduation, excluding summer jobs and internships
    • Knowledge of EU Public Procurement Directives and public procurement procedures; familiarity with their application in a project/programme funding context would be an advantage;
    • Familiarity with the work of International Financial Institution (IFIs)/Multilateral Development Banks (MDBs), in particular procurement rules and guidelines, would be an advantage;
    • Excellent knowledge of English and/or French and a strong working knowledge of the other; Knowledge of another EU language would be an advantage;
    • Proficiency in standard computer applications
