Purpose of the Position
The Senior Immunization Specialist, Systems Strengthening & Immunization Financing) (P5) will provide technical support to Country Offices in the East & South Africa region and other regions.
Key Expected Results
1. Health System Strengthening (HSS) Grant Application Support:
- The incumbent will provide strategic guidance and technical support to Country Offices for the development, budgeting, implementation and monitoring of HSS grants (GAVI-GFATM-WB); and the design of Technical Assistance for countries graduating from GAVI or other development support. This involves country visits to lead or participate in joint missions of key donors or development partner agencies; staff member is expected to contribute substantially to the formulation of conclusions and recommendations to government and UNICEF-Country Office. End Result(s): Sound HSS grant applications through Evidence-based TA.
- The incumbent will lead, support and participate in the further development and application of the analysis and tracking of immunization financing at national and subnational level in close cooperation with the Immunization Financing focal point in UNCIEF Headquarters-New York.
- Lead and participate in (tele) conferences related to the Technical Assistance organized under the GAVI Partner
- Engagement Framework (Systems Strengthening, especially sustainable immunization financing), and other meetings relevant to strengthening sustainable financing of immunization and health services.
- Responsible to develop and maintain linkages and working relations with other health and social protection colleagues, using health financing as a cross cutting area of work. End Result(s): Strengthened financing and costing elements of immunization strategies and Comprehensive Multi Year Plans (cMYPs) for Immunization.

- In close collaboration with colleagues in UNICEF Headquarters-New York, the Regional Offices and Country Offices, develop and support (implementation/operations)-research and data collection together with the governmental and development partners in newly emerging issues in the immunization sector. End Result(s): Relevant (operational/implementation) research conducted with quality. Results used for or translated for policy and strategy development.
- Contribute to the collection and analysis of information required for internal UNICEF reports and publications and external reporting to donors and partners. End Result(s): Timely and accurate information provided
- Advanced University degree with specialization in Public Health with a focus on health economics or health financing, or an advanced degree in economics or financing with a focus on Health Systems Strengthening*.
- At least 10 years of experience in a relevant discipline such as international public health or global development.
- Experience working with a global health partnership such as GAVI, GPEI, GAIN, etc. -particularly in areas of policy, strategy and governance is an asset.
- Preference will be given to candidates who have: (1) Knowledge of, and experience with the Health Systems Strengthening and Financing; (2) Knowledge and experience of immunization, Universal Health Coverage and global health issues in developing countries; (3) Knowledge of global health financing issues and trends; (4) Strong communication and relationship building skills in the global health community particularly among immunization donors, multilateral partners, and implementers; (5) Experience with Health Systems Strengthening applications and programs. (6) Experience in strengthening public health financing and governance.
- Fluency in English (written and verbal)is required. Knowledge of an additional UN language, i.e.. French is desired.
- *A relevant first-level university degree (Bachelor's), in combination with 2 years of additional relevant work experience, may be accepted in lieu of the advanced university degree.
