    Role summary
    The role of IT Operations Manager is a client-facing function for Global Fund Information Technology Department, managing all IT infrastructure and applications related operations, service desk and applications support third party providers and direct reports.
    S/he is accountable for establishing the organization's vision and direction in information technology related to data centers, desktop and End User Computing, telecommunications, LAN, WAN, Audio/Video and to deliver related projects on time, on scope and on budget.
    S/he is responsible for continued service availability, user perceived performance and reliability of the IT infrastructure and applications. As such S/he is responsible for managing the software and cloud services license rights.
    S/he is also in charge delivering the operational Information Security of the overall IT landscape of the Global Fund.
    S/he is in charge of managing the vendors that are providing IT operational services so that the contracted service levels are delivered.
    S/he is in charge of continuously assessing The Global Fund IT operational risks and identify and implement mitigations.
    The person in this role will bring expertise in vendor, cloud services and license management, enterprise architecture, information security and knowledge of trends in the technology marketplace.
    Responsibilities
    As the IT Operations Manager, s/he will:
    • Be responsible for the IT infrastructure, applications and service desk operations TGF team and budgets
    • Manage the relationship with all IT infrastructure, applications support and service desk hardware and service providers
    • Coordinate service provider selection, contract negotiation and integration
    • Define and update IT infrastructure, applications and service desk operational SLAs according to business needs. Align vendors performance and SLA accordingly and will implement following group of processes based on ITIL framework:
      • Service design
      • Service transition
      • Service operations
      • Continual service improvement
      • Service measurement and reporting
    • Chair the Change Advisory Board (CAB)
    • Work closely with other IT business partners to ensure compliance with IT infrastructure and operations required standards and to efficiently take over production and applications support as the applications go live;
    • In contact with the Chief Information Officer (CIO), be responsible for the IT operations risk assessments and mitigation actions;
    • Ensure planning, testing and execution of business continuity and disaster recovery;
    • Define, maintain, and enforce security policies (end-user, information, shared infrastructure, technology-enabled business security) as defined by the Chief Information Security Officer (CISO)
    • Continuously review his/her department to reduce costs, improve services effectiveness and performance.
    As a member of the IT Management Team, s/he will:
    • Translate TGF IT strategic vision and objectives into an implementation plan in terms of IT infrastructure and operations;
    • Establish with other IT managers the governance processes and be jointly responsible to achieve IT objectives;
    • Work with external fund partners including donors, recipients and suppliers to ensure that opportunities for further efficiency, effectiveness or transparency are realised;
    • Be a member of the Enterprise Architecture Board
    • Be a member of the IT Vendor Management Advisory Board
    • Be an Information Security Board member
    • May be requested to act as Deputy CIO.
    As a People Manager, s/he will:
    • Ensure best practices and industry leading technologies are used by staff;
    • Manage workforce planning, recruitment, learning and development, performance management and career development of team under responsibility;
    • Set individual and team objectives in line with the overall IT team objectives and provide coaching and mentoring to direct reports to ensure achievement of these objectives.
    Subject to change by the Executive Director at any time at his or her sole discretion.
    Qualifications
    Essential:
    • Advanced University Degree in Information Systems management, computer, engineering, applied science or a related field
    Desirable:
    • Accreditation in ITIL strongly preferred
    • Accreditation in a recognized project management (PMP) methodology such as PMI
    Experience
    Essential:
    • Extensive years of experience in managing a service intensive technology operation with several years designing and delivering end-to-end infrastructure and applications services
    • 10 years of experience with successful vendor management, including experience in developing Service Level Agreements, ideally in cloud services and outsourcers
    • 10 years of experience in ITIL practices and in particularly in increasing an organization operational maturity level
    • 5 years of experience in IT project management/leadership from initiation to post go-live stabilization
    • Experience in managing shared services offered to TGF and other organizations
    • Extensive experience in leading and motivating teams in an international, multi-cultural and multi-disciplinary environment
    • Solid experience working in dynamic and fast-changing environment with senior stakeholders, diverse cultures and multiple agendas.
    Desirable:
    • Experience with international/non-profit organizations
    • Experience in international multi-cultural business environment
    • Exposure to business theory, business process development, governance processes, management, budgeting, and administrative operations.
    Competencies
    Languages: An excellent knowledge of English is essential. A good working knowledge of French or other languages would be an asset.
    Technical competencies: Strong knowledge of the Global Fund technologies which include:
    • ERP including Finance, HR and Procurement modules (Oracle EBS),
    • HR Information System (Workday)
    • com application platform and packaged applications
    • Business Intelligence (Oracle)
    • Document management (Sharepoint)
    • Dedicated applications: MS SQLServer, C#, Java, Infopath, Informatica
    • End-user & infrastructure (MS-Exchange, Dell, Samsung, VoIP, Enterprise Vault, CISCO..)
    • Strong knowledge of market trends and technology roadmaps for Global Fund technologies
    • Ability to negotiate and consult at a senior level, including with senior business leaders and technical or services vendors
