    Special Notice
    • Appointment to this position is limited to a finite period of one (1) year, due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post.     Organizational Setting and Reporting
    The Department of Field Support (DFS) is mandated to provide strategic support for the administrative, logistics and technology requirements of all United Nations field missions, including peacekeeping operations and political offices.
    This position is located in the Career Development and HR Capacity Building Unit (CDHRCBU) in the Field Personnel Specialist Support Service (FPSSS), Field Personnel Division (FPD), Department of Field Support (DFS).
    The Human Resources Officer advises the Chief, FPSSS/FPD/DFS in the organization, plans and supervises the work of the CDHRCBU. S/he will identify career support needs; designing, planning, implementing, evaluating and monitoring career development programmes for the field staff, building relationships with internal and external career development stakeholders; advising Service and Section Chiefs on career development issues; developing systems, policies and practices for a range of career support, including: succession planning, mobility and rotation, assessment of occupational requirements and career pathing.
    Responsibilities
    Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties: General
    • Monitors and ensures the implementation of human resources policies, practices and procedures.
    • Keeps abreast of developments in various areas of human resources.
    • Prepares reports and participates and/or leads special human resources project.
    • Plan, organize, manage and supervise the work of the unit assigned.
    Staff development and career support
    • Conceptualizes, develops and implements the DPKO career development strategy, career pathing exercises, and the reprofiling of key positions.
    • Ensure that policies and practices are consistent with overall organizational goals, DPKO's career development framework, policies on staff development and career support, and the respective mandates.
    • Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.
    • Prepares monitoring reports on staff development and career support programmes.
    • Analyzes staff development and career support plans to ensure that they are consistent with the overall organizations goals, policies on staff development and career support, and the respective mandates.
    • Evaluates effectiveness and impact of staff development and career support programmes and recommends ways to enhance effectiveness and impact.
    • Provides advice on mobility and career development to staff at all levels in all categories.
    • Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Organization.
    • Conduct research in preparing policy papers, position papers, and briefing notes on issues related to career development.
    • Provide remote and in-situ advice on mobility and career development to field staff at all levels in all categories, recommending assignments and career moves. Manage the substantive content of the CDU website with information relevant to DPKO field staff.
    • Provide individualized advice to staff and management on mission drawdown and downsizing.
    • Maintain and expand an intra-UN and external network on career development issues.
    • Build relationships with external career development partners, including organizing and participating in the Career Development Roundtable and active participation in the career development community of practice.
    • Advise the Chiefs on career development issues, prepare special reports and make recommendations on improving policies, procedures and practices. Ensure capacity building on career development issues for training focal points and human resources personnel in the field.
    • Develop systems, policies and practices encompassing a range of career support elements for international staff in peacekeeping operations, including succession plans, mobility and rotation as well as staff development, through the assessment of occupational requirements and implementation of career paths.
    Other duties
    • Supervises and monitors the work of junior human resources officers in undertaking the full range of career development and human resource capacity building activities.
    • Lead, coordinate and consolidate the unit's budget (with the accompanying Results-Based Budgeting Framework) to reflect the Service's work priorities and career development requirements or field missions.
    • In consultation with Division and the missions, develop annual budgets and provide input for: performance reports, audit reports and for Committees and Panels.
    • Represents the management in career activities.

    Education
    Advanced university degree (Master's degree or equivalent degree) in human resources management, organizational development, business or public administration, social sciences, education, learning or organizational psychology or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Work Experience
    A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required. Experience in career development, staff learning or a closely related domain is required. Experience managing statistics, staffing, administration, and talent acquisition using enterprise resource platforms is required. Experience with the planning and delivery of human resources services in a complex environment is desirable.
    Languages
    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official languages is an advantage.
    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
