Description
This is a one-year contractual position, extendable up to four years of cumulative contractual service. Only residents of the DC metro area will be considered.
The Resource Management Team (RMT) plays a key role in ensuring that management of the Information Technology (ITD) Department has the information required when making critical decisions on the use of departmental resources. The RMT provides effective guardianship of the departmental resources through financial expertise and analysis.
In conjunction with ITD management, the RMT coordinates and plans the departmental resources for the Medium-Term, provides value-added analytics and financial modeling, monitors expenditure execution and trends, evaluates budget performance, and supports the development and maintenance of information systems, as required.
The Budget Assistant/Sr. Budget Assistant falls under the general supervision of the designated Budget Officer and will provide direct and, in some instances, back-up support to one or more ITD Divisions. The individual filling this position needs to have proficiency with budget management, flexibility, detail-orientation, and a willingness to learn, as well as maintain a strong team-oriented attitude.
Duties and Responsibilities
- Resource Planning, Execution & Monitoring '“ liaise with divisions to plan resources and gather additional data, as required, to inform reporting to ITD management and the IMF's Office of Budget and Planning (OBP); assist in the preparation of the Medium-Term budget submission and coordination of quarterly reviews; conduct background research, consolidate and prepare data for analysis; process weekly staff augmentation vendor payments; process IMF staff time costing to projects financials; review budget/expense data for submissions, accruals and ad hoc requests; maintain project records; and review/approve purchase requisitions.
- System Administration & Process Improvement - provide support to the team in the design, development, testing, training, and maintenance of budgetary systems; support the development and reporting of indicators to monitor team activities and performance; provide suggestions for continuous improvement to processes, procedures and activities related to budget.
- Client Support - Maintenance of the projects, including setup of new projects and activities, working budget transfers, and uploads of quarterly estimates for reporting; provide guidance to divisional users for budget applications and in locating appropriate data sources in the financial system.
Qualifications
Educational development, typically acquired by the completion of a university degree in business, finance, budgeting, accounting, statistics, computer science, or related field is required.
Knowledge of budget management, accounting and procurement principles and practices, experience in implementing chargeback/showback cost framework for IT services is a plus.
In addition:
- Proficiency in Microsoft Office tools (Excel and Word) and working knowledge of financial systems, such as PeopleSoft, Clarity, and time reporting applications.
- Excellent client relations skills and ability to work with staff at all levels.
- Ability to logically organize, analyze and present large quantities of data.
