    Background
    UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations, and works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security;
    The Regional Office for the Arab States (ROAS) covers 17 countries in the Arab States region and provides direct support to UN Women Country Offices in Egypt, Iraq, the State of Palestine, Jordan and the Morocco Multicounty Office (MCO) covering Morocco, Tunisia and Algeria. In addition, UN Women has a programme presence in Yemen, Lebanon, Syria, Libya, Kuwait and Bahrain;
    ROAS supports Country Offices to assist national governments to fulfill their gender equality commitments under the applicable national and international laws, and in furtherance of national and regional implementation of Agenda 2030 and the Sustainable Development Goals;
    In January 2018, ROAS launched implementation of the new Strategic Note 2018 - 2021, which is aligned with the global UN Women Strategic Plan and key international frameworks such as Agenda 2030, Beijing Platform for Action, Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and other international norms and standards. The ROAS Strategic Note is also informed by, and will contribute to, implementation of the UN Women Africa Strategy;
    A significant element of the Strategic Note is an enhanced strategic approach to communications, with the aim of increasing the visibility of ROAS and public awareness of both success stories and the specific gaps and challenges to gender equality and the empowerment of women and girls in the region. ROAS's communications activities will also aim to strengthen and expand partnerships with diverse stakeholders in the region and internationally;
    The present consultancy will directly strengthen the sustainable capacity of ROAS to use design and content creation to support the communication strategy and social media applications as an effective tool for communications and public outreach. The consultancy requires professional services to design graphics and layout for upcoming publications, campaigns and events led by the Regional Office.
    Duties and Responsibilities
    Under the direct supervision of the Communications Specialist and the overall guidance and supervision of the Regional Director for the Arab States, the consultant will be responsible to perform the following scope of work:
    • Design and create layout for knowledge and visibility products for UN Women studies, manuals, toolkits, policy briefs, reports, and infographs according to corporate branding and style guidelines;
    • Design new, and update existing, social media banners, content etc. to reflect corporate branding and style guidelines;
    • Create templates and tools to accommodate content for social media platforms, publications, and events visibility etc;
    • Develop graphics and designs for publications and communication products in due course eg. IWD, CSW, UPR, HLPF, CEDAW, Arab Women's Day, UN Day, 16 Days of Activism against GBV;
    • Any other related design tasks on an ad hoc basis.

    Inputs: This will be a homebased assignment. UN Women will facilitate contact with relevant resource persons and will arrange meetings with the supervisor as required.
    Performance evaluation: The consultant's performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

    Required Skills and Experience
    The Consultant should fulfill the following requirements
    Education:
    • A bachelor degree in graphics design or any relevant digital media production certifications.
    Experience:
    • At least 3 years of experience in digital media and graphic production from initial concept to finished product;
    • Well proven and demonstrated creativity and highly engaging products;
    • Ability to cover several simultaneous requests including in-house and field work;
    • Ability to set clear time plans and well scheduled work processes;
    • Full access to latest design software, equipment and technologies;
    • Experience working on or knowledge of gender equality and violence against women issues; as well as youth related issues is an asset;
    • Cultural sensitivity and experience working with culturally diverse and international groups;
    • Familiarity with gender equality and women's rights issues in development and humanitarian contexts;
    • Past experience with UN Women or the UN system would be an asset.
    Language skills:
    • Proficiency in oral and written in English and Arabic are essential.
    Technical qualification evaluation criteria:
    • Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:(Lowest Bid Offered*)/(Bid of the Consultant) x 30*'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation;
    • The total number of points allocated for the technical qualification component is 70 points;
    • The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria.
    Technical Evaluation Criteria Obtainable Score (70 Points)
    • 3 years of increasingly responsible professional experience in the area of strategic social media communications. 20 points;
    • Experience in planning and / or executing design for public awareness campaigns. 15 points (will be evaluated from the submitted portfolio);
    • Experience in designing and curating high-quality designs for online content and knowledge products as well as other diverse communications media. 15 points (will be evaluated from the submitted portfolio);
    • Familiarity with gender equality and women's rights issues in development and humanitarian contexts. 10 points;
    • Previous experience with the UN system or development organizations would be an asset. 10 points.
    Financial/Price Evaluation Criteria Obtainable Score (30 Points)
    • Only the financial proposal of candidates who have attained a minimum of 49 points score in the technical evaluation will be considered and evaluated;
    • The maximum number of points (30 Points) will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price;
    • The financial proposal shall specify the total fees per month in EGP (Egyptian Pound).

    4. Financial proposal (as mentioned above in financial part).
    The above-mentioned documents (Cover letter, Portfolio, UN Women P11, and financial proposal) should be merged in a standalone file including all of them, since the online application submission does only permit to upload one file per application. Incomplete submission can be a ground for disqualification.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment;
    UN Women is applying fair and transparent selection process that would take into account both the technical qualification of Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
