    ICT Expert- National Urban Poverty Reduction Programme (NUPRP).
    (only Bangladeshi nationals are eligible to apply)
    Background National Urban Poverty Reduction Programme (NUPRP) will provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. NUPRP will work nationwide and cover poor people living in slums and informal settlements in cities and towns in Bangladesh. Selected NUPRP cities/towns will either be City Corporations and Class A Pourashavas. NUPRP will initially focus on 12 cities/ towns in Phase 1.
    NUPRP intends to contribute to more effective inclusive urbanization in Bangladesh. Recognising the complexity of inclusive and climate smart urban development, the expected outcomes of the programme relate to different levels of intervention: national, municipal and the community.
    At the national level outcome, the programme aims to ensure that the Government of Bangladesh and actors working in the urban space are more coordinated and strategic in their approach to inclusive and climate smart urban development;
    At the municipal level outcome, the programme aims to help municipal authorities more effectively manage inclusive and climate smart urban development. In order to achieve this, the programme will work towards a number of intermediate outcomes:
    • Increased resources available at the municipal level for inclusive, climate smart urban development;
    • More effective deployment of these resources;
    • Greater accountability of municipal authorities to the urban poor.
    At the community level outcome, the programme will aim to ensure that urban poor communities are more resilient and empowered to articulate and demand their needs. In order to achieve this, the programme will work towards a number of intermediate outcomes:
    • Urban poor are mobilized and better able to hold municipal authorities to account;
    • Improved security of housing and infrastructure in urban settlements;
    • Improved well-being, security and safety of the urban poor.
    This programme will contribute to ensuring a sustainable improvement in the livelihoods and living conditions of poor people living in urban slums/informal settlements in the following five Outputs.
    • Strengthened municipal and national government capacity to deliver pro-poor, climate sensitive, urban development;
    • Strengthened community organization in informal settlements;
    • Improved livelihoods and well-being;
    • Piloting options to improve land tenure and developing low cost housing initiatives; and
    • Climate smart rehabilitation of small scale infrastructure supported.

    The ultimate intended beneficiaries of this intervention are the poor and vulnerable urban people, now and in future years. Based on evidence outlined in the previous UPPR reviews and similar types of urban interventions in Bangladesh, the NUPRP reasonably expects a wide range of benefits to result from the interventions at community, municipal and national levels. Given the ever expanding size of the urban centres and the populations that will be linked to employment opportunities, interventions targeting urban poor people should affect overall economic growth, income inequality, employment and the poverty situation.
    NUPRP will commence with an Inception Phase (March 2016 – October 2016). It will set the foundations of the launching of the National Urban Poverty Reduction Programme, particularly Phase 1 (months 9-32).12 Cities/Towns will be included in NUPRP Phase 1. NUPRP will run for 6 years from 2016-2022.
    Duties and Responsibilities
    Summary of key functions
    • Manage the deployment, monitoring, maintenance, development, upgrade, and support of all current IT systems, including Websites, PCs, operating systems, databases telephones, software applications, CCTV, Access Control, Networking, NAS, AV Server, Windows Server 2012 R2 active directory and peripherals;
    • Plan, schedule and assign maintenance tasks to the subordinates and oversee them. Instruct and oversee the maintenance of all Hardware and Networking area;
    • Communicate regularly with executive management and all users of information services and systems;
    • Manage and develop staff including, training, evaluation, guidance, discipline;
    • Develop standard operating procedures and best practices, including providing written protocols and guidance to staff;
    • Ensure the creation and maintenance of all written documentation, including system and user manuals, license agreements, and documentation of modifications and upgrades;
    • Keep current with the latest technologies and determine what new technology solutions and implementations will meet system requirements;
    • Manage financial aspects of the IT Department, including purchasing, budgeting, and budget review;
    • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision;
    • Negotiate and administer supplier contracts and service agreements;
    • Set job priorities and time frame of activities;
    • Adequate knowledge on various Engineering facilities of the Industry;
    • Train existing and new staff on ICT services that runs in NUPRP;
    • Ensure and check periodically for potential areas of energy saving opportunities;
    • Perform emergency support duty as and when required by the company;
    • Perform other assigned duties as needed.
    Ensures implementation of ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:
    • Compliance with corporate information management and technology standards, guidelines and procedures for the NUPRP technology environment;
    • Elaboration of internal policies and procedures on the use of ICT;
    • Elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management;
    • Development and update of the ICT annual plan;
    • Provision of support to the use of Atlas functionality for improved business results and improved client services.
    Ensures effective functioning of the NUPRP hardware and software packages focusing on the achievement of the following results:
    • Provision of advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components;
    • Development of new software's for high impact results (e.g. office management system, electronic registry, etc).
    Ensures efficient networks administration focusing on achievement of the following results:
    • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access;
    • Trouble-shooting and monitoring of network problems;
    • Response to user needs and questions regarding network access such as accessing the NUPRP website and Balanced Scorecards etc;
    • Maintenance of up-to-date parameters of information for the network clients and electronic mail;
    • Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups;
    • Timely LAN Infrastructure and Internet connectivity upgrade to meet NUPRP requirements.
    Provides web management services focusing on achievement of the following results:
    • Identification of the opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems);
    • Creation and maintenance of the CO web site and intranet ensuring that the content is updated and meets the requirements of UNDP.
    Provides administrative support focusing on achievement of the following results:
    • Provision of advice on and assistance in procurement of new equipment for the NUPRP supported projects, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids;
    • Maintenance of an up-to-date inventory of the software and hardware;
    • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;
    • Cost Recovery for IT services provided to NUPRP supported projects and other Agencies.
    Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
    • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision;
    • Recommendation and organization of trainings for the operations/ projects staff on ICT issues;
    • Sound contributions to knowledge networks and communities of practice.
    Impact of Results
    The key results have an impact on the overall efficiency of the NUPRP Project including improved business results and client services. Forward-looking ICT management has an impact on the organization of office management, knowledge sharing, and information provision.

    Required Skills and Experience Education: Bachelors' degree and preferably Masters' degree in Information Technology, Computer Science, Engineering or any other relevant subjects. Relevant certifications in hardware and software management and application (Microsoft Certification, Cisco Certification). Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP), NAS (network Attached Storage and Symantec Antivirus server is desirable. If certification is not available at the time of recruitment, it should be obtained within 6 months.
    Experience: A minimum of 5 years of relevant working experience in international & UN organization, including network administration, web management services, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications.
