    Organizational Setting and Reporting
    This position is located in the United Nations Support Office in Somalia (UNSOS) based in Mogadishu, Somalia. The Geographic Information Officer reports directly to the Chief of the GIS Unit.
    Responsibilities
    Within delegated authority, the Geographic Information Officer will be responsible for the following core duties:
    • Managing, supervising and directing GIS staff of varying grades.
    • In the absence of the Chief GIS, perform the duties of Section OIC.
    • Reporting and Staff Appraisal of the UN staff members and consultants assigned to GIS.
    • Managing UNSOS Geo Portal.
    • Actively coordinate and encourage data sharing and cooperation.
    • This is particularly pertinent to the activities of the Somalia Interagency Mapping group (SIMac) in convening and attending monthly SIMac meetings, fostering a cooperative attitude amongst all members and sharing spatial data and where relevant, products.
    • The sharing and cooperation on which UNSOA has been developed also includes frequent liaison and sharing with other government and non-government organisations including, but not limited to: US State Department, African Union, EU NAVFOR, NSP, ICRC
    • In consultation with the Joint Support Operations Centre Mogadishu (JSOC) and the AMISOM Military Intelligence Officer (MIO), the GIS Officer will prioritise map production, delivery dates and quantities. This will require frequent trips, sometimes of extended duration to Mogadishu and other areas of Somalia.
    • Quality Assurance (QA) of all processes within the map production cycle as well as spatial database maintenance.
    • Quality Control (QC) of all output from the unit to ensure products are of the highest possible standards, and in compliance with relevant guidelines such as UN SOP's and UNGIWG standards.
    • Identifying information requirements and collate information sources.
    • Significantly contribute to the development and improvement of existing SOP's, particularly on symbolisation and standardisation and overseeing compliance of TLM Production staff members therein.
    • Update and versioning of relevant geospatial databases.
    • Maintaining digital records of production, output and delivery, including monthly progress update reports.
    • Be actively involved in the budgetary process.
    • Be actively involved in the procurement processes and monitoring of budgetary expenditure.
    • Undertake other related duties as required.

    Competencies
    • Professionalism: Extremely strong knowledge of Geospatial Information Systems (GIS) and cartographic operations and practices. Very strong background in Remote Sensing, particularly mosaicing image manipulation and image interpretation. Proven ability to develop cartographic plans, policies, procedures and new programmes. Ability to provide technical and procedural advice in a broad range of GIS areas.       Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.
    Education
    Advanced university degree (Master's degree or equivalent) in Remote Sensing, Photogrammetry, Geography, Geographic Information Systems (GIS), or related fields. A first-level university degree in combination with an additional two (2) years qualifying experience may be accepted in lieu of the advanced university degree.
    Work Experience
    A minimum of five (5) years of progressively responsible professional experience in the field of geospatial information (e.g. geospatial information applications, geospatial database management, geospatial/terrain analysis, cartography and mapping, image processing, GPS and surveying) or related fields is required. Proficiency in the use of geographic information systems (GIS) software is required. Good computer skills in particular Microsoft Word, Excel and PowerPoint are required. At least one (1) year experience in managing ArcGIS portal is required.
    Two (2) years of experience in field operations such as UN peacekeeping or humanitarian operations is desirable. Proficiency in the use of GIS applications is desirable. Familiarity with spatial database systems such as ArcSDE is desirable. Experience in development of web mapping applications is desirable. Knowledge or experience in graphic software is desirable.
    Languages
    English and French are the working languages of the UN Secretariat. For this job opening, fluency in English (both written and oral) is required; knowledge of another UN official language is desirable.
    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
