    Organizational Setting and Reporting
    The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
    This position is located in the Resource Mobilization Section, Corporate Services Division at the Nairobi duty station. The Finance and Budget Assistant reports to the Associate Programme Officer.
    Responsibilities
    Within delegated authority, and in close collaboration with the Finance Section the Finance and Budget Assistant will be responsible for the following duties: 1). Corporate Funds allocation: Review allocations and expenditures of all corporate level funds including providing reports on implementation status.
    2). Donor analysis: Provide analysis on Environment Fund and earmarked resources for purposes of donor and management reporting. Prepare factsheets and funding profiles.
    3). Review and prepare revenue estimates: Assist in the preparation of the Voluntary Indicative Contributions Scale and other possible instruments that support resource mobilization.
    4). Draft annual estimates for the Environment Fund and other revenue as needed.
    5). Monitoring and reporting: (a). Prepare financial status reports of the corporate funds including their implementation status comparing the income and expenditure levels.
    (b). Provide financial status reports based on donor priority areas and UN Environment programme areas.
    (c). Provide financial progress reports of the Trust Funds directly linked to implementation of the Programme of Work as per the legal agreements.
    (d). Support development of new standard reports on the Organization's revenue.
    (e). Provide support with respect to the review, analysis and preparation of contributions data for the programme performance reports.
    6). Financial research and statistical data: a). Undertake research on various topics including fundraising efforts of other organizations by analysing and presenting basic information in required forms.
    b). Analyse Umoja financial data as provided by UNON and the Finance Unit of Corporate Services Division;
    c). Prepare comprehensive financial analysis of revenue and donor trends, including multi-year data on various sources of income.
    7). Communications: Provide up to date financial information for the Section's intranet website.
    8). Collaborate and liaise with UN Environment's Finance Unit and UNON on data and other contributions information.
    General: (a). Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
    (b). Draft or prepare correspondence to respond to enquiries in respect to resource mobilization matters.
    (c). Maintain and keep up-to-date files.
    9). Perform other related duties, as assigned.

      Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.
    Education
    High school diploma or equivalent. Supplemental training in accounting and finance or related field is required. Candidates MUST have passed the United Nations Administrative Support Assessment Test (ASAT) or the Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices away from Headquarters.
    Work Experience
    A minimum of seven (7) years of relevant work experience in finance, budget, accounting, administrative services or related area. Experience with Enterprise Resource Planning (ERP) such as Umoja systems in finance and budget modules is required. Demonstrated experience and training in ERP Business Intelligence (BI) reporting tool is also required. Good command of Excel is desirable.
    Languages
    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Appointment against this post is for an initial period of one year and may be subject to extension. Appointment against this post is on a local basis.
