ICT Expert- National Urban Poverty Reduction Programme (NUPRP).

Background National Urban Poverty Reduction Programme (NUPRP) will provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. NUPRP will work nationwide and cover poor people living in slums and informal settlements in cities and towns in Bangladesh. Selected NUPRP cities/towns will either be City Corporations and Class A Pourashavas. NUPRP will initially focus on 12 cities/ towns in Phase 1.
NUPRP intends to contribute to more effective inclusive urbanization in Bangladesh. Recognising the complexity of inclusive and climate smart urban development, the expected outcomes of the programme relate to different levels of intervention: national, municipal and the community.
At the national level outcome, the programme aims to ensure that the Government of Bangladesh and actors working in the urban space are more coordinated and strategic in their approach to inclusive and climate smart urban development;
At the municipal level outcome, the programme aims to help municipal authorities more effectively manage inclusive and climate smart urban development. In order to achieve this, the programme will work towards a number of intermediate outcomes:
  • Increased resources available at the municipal level for inclusive, climate smart urban development;
  • More effective deployment of these resources;
  • Greater accountability of municipal authorities to the urban poor.
At the community level outcome, the programme will aim to ensure that urban poor communities are more resilient and empowered to articulate and demand their needs. In order to achieve this, the programme will work towards a number of intermediate outcomes:
  • Urban poor are mobilized and better able to hold municipal authorities to account;
  • Improved security of housing and infrastructure in urban settlements;
  • Improved well-being, security and safety of the urban poor.
This programme will contribute to ensuring a sustainable improvement in the livelihoods and living conditions of poor people living in urban slums/informal settlements in the following five Outputs.
  • Strengthened municipal and national government capacity to deliver pro-poor, climate sensitive, urban development;
  • Strengthened community organization in informal settlements;
  • Improved livelihoods and well-being;
  • Piloting options to improve land tenure and developing low cost housing initiatives; and
  • Climate smart rehabilitation of small scale infrastructure supported.

The ultimate intended beneficiaries of this intervention are the poor and vulnerable urban people, now and in future years. Based on evidence outlined in the previous UPPR reviews and similar types of urban interventions in Bangladesh, the NUPRP reasonably expects a wide range of benefits to result from the interventions at community, municipal and national levels. Given the ever expanding size of the urban centres and the populations that will be linked to employment opportunities, interventions targeting urban poor people should affect overall economic growth, income inequality, employment and the poverty situation.
NUPRP will commence with an Inception Phase (March 2016 – October 2016). It will set the foundations of the launching of the National Urban Poverty Reduction Programme, particularly Phase 1 (months 9-32).12 Cities/Towns will be included in NUPRP Phase 1. NUPRP will run for 6 years from 2016-2022.
Duties and Responsibilities
Summary of key functions
  • Manage the deployment, monitoring, maintenance, development, upgrade, and support of all current IT systems, including Websites, PCs, operating systems, databases telephones, software applications, CCTV, Access Control, Networking, NAS, AV Server, Windows Server 2012 R2 active directory and peripherals;
  • Plan, schedule and assign maintenance tasks to the subordinates and oversee them. Instruct and oversee the maintenance of all Hardware and Networking area;
  • Communicate regularly with executive management and all users of information services and systems;
  • Manage and develop staff including, training, evaluation, guidance, discipline;
  • Develop standard operating procedures and best practices, including providing written protocols and guidance to staff;
  • Ensure the creation and maintenance of all written documentation, including system and user manuals, license agreements, and documentation of modifications and upgrades;
  • Keep current with the latest technologies and determine what new technology solutions and implementations will meet system requirements;
  • Manage financial aspects of the IT Department, including purchasing, budgeting, and budget review;
  • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision;
  • Negotiate and administer supplier contracts and service agreements;
  • Set job priorities and time frame of activities;
  • Adequate knowledge on various Engineering facilities of the Industry;
  • Train existing and new staff on ICT services that runs in NUPRP;
  • Ensure and check periodically for potential areas of energy saving opportunities;
  • Perform emergency support duty as and when required by the company;

Ensures implementation of ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:
  • Compliance with corporate information management and technology standards, guidelines and procedures for the NUPRP technology environment;
  • Elaboration of internal policies and procedures on the use of ICT;
  • Elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management;
  • Development and update of the ICT annual plan;
  • Provision of support to the use of Atlas functionality for improved business results and improved client services.
Ensures effective functioning of the NUPRP hardware and software packages focusing on the achievement of the following results:
  • Provision of advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components;
  • Development of new software's for high impact results (e.g. office management system, electronic registry, etc).
Ensures efficient networks administration focusing on achievement of the following results:
  • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access;
  • Trouble-shooting and monitoring of network problems;
  • Response to user needs and questions regarding network access such as accessing the NUPRP website and Balanced Scorecards etc;
  • Maintenance of up-to-date parameters of information for the network clients and electronic mail;
  • Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups;
  • Timely LAN Infrastructure and Internet connectivity upgrade to meet NUPRP requirements.
Provides web management services focusing on achievement of the following results:
  • Identification of the opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems);
  • Creation and maintenance of the CO web site and intranet ensuring that the content is updated and meets the requirements of UNDP.
Provides administrative support focusing on achievement of the following results:
  • Provision of advice on and assistance in procurement of new equipment for the NUPRP supported projects, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids;
  • Maintenance of an up-to-date inventory of the software and hardware;
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;
  • Cost Recovery for IT services provided to NUPRP supported projects and other Agencies.
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision;
  • Recommendation and organization of trainings for the operations/ projects staff on ICT issues;
  • Sound contributions to knowledge networks and communities of practice.
Impact of Results
The key results have an impact on the overall efficiency of the NUPRP Project including improved business results and client services. Forward-looking ICT management has an impact on the organization of office management, knowledge sharing, and information provision.

Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP), NAS (network Attached Storage and Symantec Antivirus server is desirable. If certification is not available at the time of recruitment, it should be obtained within 6 months.
Experience: A minimum of 5 years of relevant working experience in international & UN organization, including network administration, web management services, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications.

Organizational Setting and Reporting
This position is located in the Selection and Recruitment Section of the Police Division in the Office of Rule of Law and Security Institutions (OROLSI), Department of Peacekeeping Operations. The Incumbent reports directly to the Chief of Selection and Recruitment Section.

Responsibilities
Within delegated authority, and under the direct supervision of the Chief of Selection and Recruitment Section, the Police Selection and Recruitment Officer will be responsible for the following duties
  • Conducts effective and timely selection, recruitment and rotation of police personnel for field missions, including Formed Police Units (FPU);
  • Directly involved in expanding the pool of qualified candidates for police personnel positions, developing a skill-based roster for senior police personnel, collaborating and coordinating with the Department of Field Support, Member States and Police-Contributing Countries (PCCs) on all matters related to deployment, extension and rotation of police personnel;
  • Standardizes recruitment and selection procedures through the development of competency-based profiles; develops and participates in recruitment strategies to meet identified shortfalls, including recruitment and outreach exercises and selection assistance visits to generate a pool of competent candidates, especially thematic experts, i.e. experts in forensics, organized crime, electoral-related activities, criminal investigation, crime prevention, crowd control management, etc.;
  • Conducts substantive vetting of candidates to assess their suitability by analysing curricula vitae, screening of candidates and conducting suitable written assessments or interviews by phone or video-teleconference;

Background (i) L'Equipe d'Experts
Le 30 Septembre 2009, le Conseil de Sécurité des Nations Unies a adopté à l'unanimité la résolution 1888, qui se fonde sur les principes et les obligations contenues dans les précédentes résolutions 1325 (2000) et 1820 (2008) du Conseil de sécurité sur Femmes, Paix et Sécurité. La résolution 1888 (2009) reconnaît la nécessité pour les autorités civiles et militaires de faire preuve d'engagement et de volonté politique pour prévenir et répondre aux violences sexuelles liées aux conflits notamment par la lutte contre l'impunité. Elle reconnaît également que le fait de ne pas enquêter et poursuivre les crimes de violences sexuelles peut laisser l'impression que de tels crimes sont tolérés, créant un environnement qui favorise leur risque de répétition. En vertu du paragraphe 8 de la résolution, le Secrétaire-Général a appelé à «définir et prendre les mesures nécessaires pour dépêcher rapidement sur les théâtres d'opérations particulièrement préoccupants en rapport aux violences sexuelles commises en période de conflit, travaillant par le biais des Nations Unies sur le terrain et avec le consentement du gouvernement du pays hôte, une Equipe d'Experts chargée d'aider les autorités nationales à renforcer l'état de droit». L'équipe d'experts sur l'état de droit et les violences sexuelles dans les conflits (TOE / ou « Team ») travaille en étroite collaboration avec les la justice civile et militaire pour appuyer leurs efforts dans la lutte contre l'impunité, notamment en renforçant les capacités nationales, tout en attirant l'attention sur tous les mécanismes de justice à considérer.
(ii) Engagement de l'Equipe en Côte d'Ivoire
Suite à une invitation du Gouvernement de la Côte d'Ivoire, l'Equipe a effectué une mission technique en Côte d'Ivoire du19 au 23 Octobre 2014. Le but de la mission était de discuter et de convenir, avec les entités gouvernementales concernées, en particulier le secteur de la sécurité, des modalités de soutien de leurs efforts dans la lutte contre l'impunité des violences sexuelles liées aux conflits.

Sur la base des résultats de la mission de 2014, il était clair que le gouvernement avait donné la priorité à la question de la lutte contre les violences sexuelles dans le secteur de la sécurité, y compris les FRCI, la police nationale et la gendarmerie. Il est particulièrement intéressant de noter qu'en Juillet 2014, le gouvernement a créé un « Comité d'experts nationaux sur les violences sexuelles liées aux conflits » qui a mis au point un plan d'action. Le Comité est composé des diverses entités clés dans la lutte contre les violences sexuelles, dont ; le ministère de la Défense, le bureau du chef de l'Etat -Major Général des FRCI, la Gendarmerie, la police, etc.
Cependant, il reste un besoin important d'assistance technique pour la police et la gendarmerie afin de répondre aux défis de violence sexuelle, y inclut d'apporter des réponses adéquates aux victimes de violences sexuelles. Pour apporter une assistance au Gouvernement de concert avec les efforts continus de l'ONU dans le pays, l'Equipe d'Experts va déployer un expert, administré par le PNUD. L'expert conseillera et encadrera la police et la gendarmerie, afin de leur permettre de remplir leurs fonctions de manière de réponse aux violences sexuelles. L'Expert accompagnera également le Ministère de la Justice, les Forces Républicaines de la Cote d'Ivoire, etc, dans leurs efforts de lutte contre les violences sexuelles.
Cet appui s'inscrit dans le cadre du soutien continu apporté par l'ONU, en particulier en matière de renforcement de la capacité des institutions du secteur de la justice et l'état de droit en Côte d'Ivoire, afin de répondre efficacement aux violences sexuelles. Il est en ligne droite avec les efforts actuels vers la mise en œuvre de la Stratégie nationale de lutte contre les violences basées sur le genre qui a été officiellement adoptée le 5 Septembre 2014.
Portée du travail: L'expert juridique assistera l'Expert Technique dans la fourniture des conseils aux différentes entités du gouvernement concernées par la question de la lutte contre l'impunité pour les violences sexuelles. Celles-ci comprennent la police et la gendarmerie, le Ministère de la Justice sur les questions des réformes législatives, la Cellule spéciale d'enquête et d'instruction, le Comité d'experts nationaux sur les violences sexuelles concernant leurs efforts de prévention et d'intervention, l'Institut de Formation Judiciaire sur comment inclure la violence sexuelle dans les programmes, etc.
Basé au Bureau: du PNUD en Côte d'Ivoire, l'expert travaillera sous la supervision du Directeur Pays du PNUD, et en étroite collaboration avec le Conseiller pour la protection des femmes de l'ONUCI. L'expert maintiendra un lien avec L'équipe d'Experts sur l'état de droit et les violences sexuelles dans les conflits en ce qui concerne les questions techniques.

Organizational Setting and Reporting
This position is located in the United Nations Support Office in Somalia (UNSOS) based in Mogadishu, Somalia. The Geographic Information Officer reports directly to the Chief of the GIS Unit.
Responsibilities
Within delegated authority, the Geographic Information Officer will be responsible for the following core duties:
  • Managing, supervising and directing GIS staff of varying grades.
  • In the absence of the Chief GIS, perform the duties of Section OIC.
  • Reporting and Staff Appraisal of the UN staff members and consultants assigned to GIS.
  • Managing UNSOS Geo Portal.
  • Actively coordinate and encourage data sharing and cooperation.
  • This is particularly pertinent to the activities of the Somalia Interagency Mapping group (SIMac) in convening and attending monthly SIMac meetings, fostering a cooperative attitude amongst all members and sharing spatial data and where relevant, products.
  • The sharing and cooperation on which UNSOA has been developed also includes frequent liaison and sharing with other government and non-government organisations including, but not limited to: US State Department, African Union, EU NAVFOR, NSP, ICRC
  • In consultation with the Joint Support Operations Centre Mogadishu (JSOC) and the AMISOM Military Intelligence Officer (MIO), the GIS Officer will prioritise map production, delivery dates and quantities. This will require frequent trips, sometimes of extended duration to Mogadishu and other areas of Somalia.
  • Quality Assurance (QA) of all processes within the map production cycle as well as spatial database maintenance.
  • Quality Control (QC) of all output from the unit to ensure products are of the highest possible standards, and in compliance with relevant guidelines such as UN SOP's and UNGIWG standards.
  • Identifying information requirements and collate information sources.
  • Significantly contribute to the development and improvement of existing SOP's, particularly on symbolisation and standardisation and overseeing compliance of TLM Production staff members therein.

Proficiency in the use of geographic information systems (GIS) software is required. Good computer skills in particular Microsoft Word, Excel and PowerPoint are required. At least one (1) year experience in managing ArcGIS portal is required.

Purpose of the Position
Under the direct supervision of Logistics Manager, the incumbents administer the supply operations of a relatively simple nature and limited impact, requiring basic professional technical expertise in support of operations and programme objectives. Responsible for effective planning, contracting, procurement, distribution, and inventory management of UNICEF's supplies, in support of the Country Programmes and operations.

  • Support logistics/supply planning through coordination with Operations/Programme Sections. Provides technical support in preparation of appropriate documents, and input on specifications and supply and logistics arrangements, facilitating cost-effective efficient procurement, clearance, storage and distribution of supplies and equipment to project sites, in support of the country programme implementation.
  • Assist in the Country Programme strategy planning review to recommend on supply requirements and to provide support in the preparation of Plan of Operations and Plans of Action. Assist in the implementation of supply/logistics component of the Country Programme, including systems for storage and distribution of supplies to all project sites.
Implement sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability
  • Maintain effective working relations and contact with the Supply Division, Copenhagen, to confer on supply procurement and shipping policies and procedures. Advise the country office on policies and procedures impacting on offshore and local procurement and delivery.   • Act as secretary and adviser to the CRC. Establish and maintain a system of contact with customs and port/airport authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol. Contribute to the negotiation of standby agreements with relevant private business companies for country offices effective local procurement of supplies as well as for fielding of supply assistance to projects sites/End users
  • Supervise the staff in preparation of appropriate documentation: cash and supply requisitions, purchase orders, CRC submissions etc.

Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).
A roster of suitable candidates may be established for this post as a result of this selection process for both fixed-term established and general temporary assistance posts.
Organisational context
The Field Offices are the Registry's permanent representation in situation country and serve as the staging ground for operations of the Court as a whole. They are a source of information for Headquarters in terms of national media, social-political and security developments, many of which influence the way the Court conducts operations and communicates with its external partners. Field Offices must develop and maintain relationships with key partners on the ground, including State bodies and agencies, international governmental organisations, NGOs and civil society groups. The Head of Field Office, who represents the Registrar in the situation country, is responsible for both the staff and operations on the ground, including the provision of services to the other Organs, the parties and participants in the field. Field Offices are staffed by multidisciplinary teams (mainly integrated staff), reporting to a single manager - the Head of Field Office - while maintaining an active link to Sections in Headquarters performing the corresponding substantive functions. While the specific needs of each Field Office would vary depending on the situation country, the stage of the proceedings, the level of cooperation of the local authorities, the profile that the Court wishes to establish in the country, etc., in principle, the following functions should be represented in the multifunctional Field Office team: Outreach, Security, Victim participation and reparations support, Witness support, Judicial cooperation support (facilitating role), administration/operational support, including local ICT support), Administrative Assistants, Drivers, Security Guards and Cleaners. Some of the local administrative functions may be outsourced when appropriate.

Duties & Responsibilities
Under the direct supervision of the Chief of Field Office the objectives of this position are:
A. Public Information and Outreach
  • Undertakes the development, update and implementation of country communication plans in line with the ICC international strategic frameworks for public information, outreach and victims, taking into account national political and security circumstances.
  • Advises the Head of Office and relevant field officials on adequate and consistent messaging for their interaction with influential stakeholders. Conducts messaging tests, alerts on need to develop new messages to respond to emerging issues and prevent or solve problems.
  • Monitors results and impact of communications activities; reports on developments, trends and attitudes regarding the ICC and prepare other reports as necessary.
  • Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives; serves as a spokesperson/principal liaison to media organisations and other relevant constituencies including national groups, legal communities, educational organisations, and international organisations.
  • In the absence of the field officer (VP&R), the incumbent will oversee activities related to victim's participation and reparations and supervises the team assigned to such functions.
B. Reporting and Documentation
  • Establishes feedback mechanisms, to produce analysis on results and progress, to capture lessons learned and document good practices in public information and outreach practices, and incorporates inputs from others about operations relating to victim's participation and reparation.
  • Applies established accountability instruments, including benchmarks and indicators, to evaluate progress and success in advancing communication objectives and enhanced response and monitoring of public perceptions and attitudes towards the Court. Ensures maintenance of the internal database with relevant information for ICC reporting purposes.
  • Prepares and reviews assessment papers and related submissions for the Head of Office, senior mission Registry officials, and liaises with the PIOS/Outreach Unit and VPRS Chief or delegated authority at ICC headquarters where necessary.
C. Management
  • Supervises the work of national and international personnel, and carries out substantive reviews of others' work, as needed. Manages, develops and trains staff under his/her supervision. Evaluates staff performance.
  • Takes responsibility for the budget allocated to the implementation of public information and outreach plans, and prepares budget estimates. Ensures the integrity and timeliness of substantive and financial outreach reports. Preparing regular and specific impact, policy, financial, evaluation and statistical reports on outreach activities.
  • In the absence of the Field Officer (VPR) manages and supervises personnel dealing with such functions.
Essential Qualifications
Education:
Advanced university degree in social communication, journalism, political science, liberal arts, law or another relevant discipline is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Work Experience:
A minimum of five years (seven years with a first-level degree) experience in outreach, public information or other related area is required.
Knowledge, Skills and Abilities:
  • Demonstrated experience in designing and preparing communication plans and tactics result oriented with contents tailored to specific stakeholders such as victims, affected communities, legal groups, civil society organization, academics or journalists.
  • Experience of monitoring communication processes, adjusting messages and plans as needed.
  • Knowledge of how to design, organise and conduct trainings is required.
  • Experience to manage sensitive information as the incumbent will be dealing with information relating to third parties, whose identities are confidential in the proceedings.
  • Field experience and/or knowledge and understanding of the countries or region in which the Court operates.
  • Knowledge of ICC law and procedure and of the Courts' legal texts and the judicial proceedings related to the designated country is desirable.
  • Excellent written and oral communication skills. Manages public speaking skill emotions and responds accordingly.
  • Exhibits interest in having two-way communication: Listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and tailors language, tone, style, and format to match audience.

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is essential. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
