Background

Duties and Responsibilities

  • Entretient des contacts réguliers avec les Points focaux de sécurité des agences des Nations Unies ;
  • Fournit une assistance technique durant les sessions SMT, en l'absence du SA/FSCO.

Exécute toutes autres tâches liées à la sécurité assignées par le SA/FSCO
  • Assiste dans la conduite des évaluations de sécurité dans les résidences et émet des recommandations dans le cadre de la sécurité résidentielle en tenant compte des tendances et des menaces dans le lieu d'affectation ;
  • Établit et maintient le système d'Ilot (Warden) et maintient la mise à jour des informations relatives aux bureaux et des résidences de l'ONU ;
  • Gère l'accès et le système d'identification par badge;
  • Assiste le SA dans la liaison avec les sociétés commerciales utilisées pour la sécurité les bureaux des Nations Unies et résidences, afin de garantir une utilisation efficace des gardes de sécurité.
Fournit une assistance administrative générale au SA
  • Maintient les documents et fichiers de correspondances en fonctions de leur classification ;
  • Tient à jour une base de données avec les détails de contact des autorités de sécurité du pays hôte ;
  • Organise les rendez-vous, reçoit les visiteurs, réponds aux appels téléphoniques et aux différentes requêtes avec discrétion et prend les notes des réunions ;
  • Identifie les besoins de communication d'urgence.
Fournit une assistance administrative générale au SA.

Organizational Setting and Reporting
The incumbent reports to the Deputy Director of the Africa II Division of the Department of Political Affairs. The Division, which covers Central, North and West Africa, is tasked with monitoring and reporting on major developments in the countries under its purview, and recommending actions for addressing the related challenges, risks and threats.

Responsibilities
Within limits of delegated authority, the Programme Management Assistant will be responsible for the following duties
  • Assists in the monitoring of international developments on subjects/areas assigned and preparation work for, typically, a medium-size and complex component of the departmental programme/project initiatives; monitors status of programme and receipt of relevant documentation for review and approval.
  • Compiles working documents, summarizes, and presents briefing material/notes/talking points/personal profiles and other correspondence on specific subjects/areas and related topics or issues.
  • Maintains contact across DPA Units, Special Political Missions, UN Agencies and coordinate extensively with service units at UNHQ and in the field.
  • Reviews working documents, , for completeness prior to submission for final approval and signature; identifies inconsistencies; distributes working documents to relevant parties upon approval.
  • Verifies availability of funds; ensures necessary approval, processing in the computerized system.
  • Serves as focal point for administrative coordination of programme activities, involving extensive liaison within DPA and with the Executive Office to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, training/, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
  • Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, and brings to the attention of management.
  • Drafts routine correspondence, and processes incoming and outgoing correspondence submitted by the unit to the ASG, OUSG and EOSG as appropriate.

Responsibilities
Within limits of delegated authority, the Human Resources Assistant FS-5 will carry out the following duties: (These duties are generic and may not be performed by all Human Resources Assistants FS-5): Recruitment and Placement
  • Participate in the selection of candidates; including conducting roster searches for applicants and identifying short-lists of candidates, evaluating and screening applications, facilitating the interview process and acting as ex-officio.
  • Assist in the filling of vacant posts for all categories, including initiating and following-up on reference checks and academic qualifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.

Organizational Setting and Reporting

Responsibilities
Within the limits of delegated authority, the Information Systems Assistant will be responsible for performing the following duties:
  • Assists with the planning of all major information systems projects within the mission, monitoring the progress of the systems analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of more complex systems;
  • Assists with the management of the Information Systems budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs;
  • Supports the development of technical specifications for the procurement of equipment and contractual services, and coordinates the technical evaluation of offers and proposals received;
  • Handles all aspects of contract administration including the establishment of service level agreements with vendors and chargeback policy for users;

The Division of Administration and Management Services is responsible for providing the Secretariat with support in managing its human and financial resources and ensures effective and timely delivery of Human Resources, Information and Communications Technology, Procurement, Financial, Travel and General Services. The Procurement Section provides a broad range of support services to IRENA's offices by enhancing procurement activities to achieve the work programme targets. Procurement works on strengthening service delivery operations through open, fair and competitive bidding process.
Under the overall guidance of the Director of Administration and Management Services, and the immediate supervision of the Chief Procurement Officer (CPO), the Procurement Officer will support IRENA's on-going demand in various procurement activities and will perform the following duties:
  • Provides the highest standards of procurement services and advice to all divisions at IRENA in accordance with the established rules, regulations and processes;
  • Ensures the integrity and transparency of the procurement process and compliance with IRENA's Financial Regulations and Rules and relevant internal policies;
  • Implements proper procurement planning every year in coordination with divisions in order to ensure cost-effective solicitation of goods and services;
  • Conducts market research and financial analysis for various requirements related to the program implementation, develops database of vendors, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, as well as obtains specifications for new services, products and equipment from the market;

Launch of Request for Quotations (RFQ), Requests for Proposals (RFP) and Invitation to Bid (ITB) inviting vendors to submit their quotations/prices or proposals based on the nature of the requirements and cost of procurement involved;
  • Reviews specifications, Scope of Work (SOW) or Terms of Reference (TOR) and validates the various evaluation criteria of purchase requisitions. Records, validates and prioritizes purchasing requests and obtains additional information/documentation as required;
  • Ensures with requesting divisions the availability of funding sources based on IRENA's Financial Regulations and Rules to award contract(s) to the selected suppliers who are able to meet the specifications and offer the best terms;
  • Prepares evaluation reports, abstracts or financial comparison matrix of offers, compiles data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to cost, quality, delivery time, payments terms and others;

Payment and Conditions: Compensation will be determined in accordance with Bank's policies and procedures. The Bank, pursuant to applicable policies, may contribute toward travel and moving expenses. In addition, candidates must be citizens of an IDB member country.
Visa and Work Permit: The Bank, pursuant to applicable policies, may submit a visa request to the applicable immigration authorities; however, the granting of the visa is at the discretion of the immigration authorities. Notwithstanding, it is the responsibility of the candidate to obtain the necessary visa or work permits required by the authorities of the country(ies) in which the services will be rendered to the Bank. If a candidate cannot obtain a visa or work permit to render services to the Bank the contractual offer will be rescinded
Consanguinity: Pursuant to applicable Bank policy, candidates with relatives (including the fourth degree of consanguinity and the second degree of affinity, including spouse) working for the Bank as staff members or Complementary Workforce contractuals, will not be eligible to provide services for the Bank.
